1.0   Introduction
1.1   Background to the study
          Technology has revolutionized all facets of communication during the past decades. Access to the people and information practically anywhere in the world has been quicker, cheaper and easier.

          Awake (2002), the dynamic nature of the 2ls century and more centuries to come rests on technological revolution. No wonder, Marshall Mcluhan, a Canadian scholar in 1964 propounded the concept of “Global Village” regarding the entire global as having the potentials of becoming a global community where information and news about anywhere in the world would be readily available for anyone’s consumption in any part of the world.
          Without mincing worlds, the impact of International Network (Internet) in achieving this feat cannot be underestimated. Research has shown that some Three hundred thousand (300,000) new users get connected to the internet every week. In 1999, it was estimated that seven hundred million (700,000,000) people were expected to come online by the year 2001. Awake (Op cit).
          Meanwhile, there are presently over one billion computers connected worldwide. That come to tell us the enormity and wide range of opportunities abound in accessing news and information via the internet. Through the internet super high way, it is now possible for a person to live in Nigeria, work in Japan, school in the United state of America, attend meetings in Australia, bank in the United Kingdom and shop in Europe or any other part of world on daily basis (NACETEM) The contribution of the internet to every facet of human endeavour does not leave any stone unturned but cut across every little thing that we suggest  among which are banking, health, education, economy and finance governance just to mention a few.
          Newspaper, our focus in this study is not an exemption in the dynamism Information Technology (I T) has brought to the human race. The Oxford Advance Learner’ s Dictionary (2005) simply defines newspaper as “a set of large printed sheets of paper containing news, articles, advertisement .etc. and published every day or every week. In relation to the above definition it could be safely said that online newspapers are the publications of print media (Newspapers) that are made available on the internet which can be easily passed across the world.
          Super High Way for near and far, national and international audience. Online Newspaper can be considered as a major advancement in communication that has led to a high quality and improved ways.
Newspapers are recognized as print media in communication. Unarguably, the internet is traceably gaining acceptance in online newspaper in more centuries.
          Thus, a newspaper is a periodic publication containing reports of latest happening, it is bound and folded but not usually stapled. The information technology revolution, which has turned the entire universe to a global village is now at the heart of communication.
           Online Newspapers is made possible as a result of interconnection of computers worldwide. The I T revolution has not only helped in print media but also contributed immensely to the other communication endeavours.
          The world is changing day by day. Also, human communication devices and processes are not static.
          Before the advent of print technology, information of news is by passing and dissemination, each community has its own way of passing information to its members that is, the traditional communication through Obas, chief with the use of Oba’s message town crier. The message source is the traditional rulers the message is sent through the town crier to the people to inform them of an important event. Not all town criers make use of gong, bell but some use drum or speech etc. More often than not this message is been disseminated in the market place because several people will be there to listen to the message.

Wikipedia.com describes mass communication as the process by which a person, group of people, or large organization creates a message and transmits it through some type of medium to a large, anonymous, heterogeneous audience. This implies that the audiences of mass communication are mostly made up of different cultures, behavior and belief systems. Mass communication is regularly associated with media influence or media effects, and media studies. Mass communication is a branch of social science that falls under the larger umbrella of communication studies of communication
Arowosegbe (2009) defines mass communication as the transmission of news, ideas, information e.t.c. from a source (usually characterizes by a large, formal and complex organization) to a large, dispersed and heterogeneous audience through an impersonal mass medium.

THE ROLES OF COMMUNITY NEWSPAPERS IN CREATING POLITICAL AWARENESS

1.1    Background to the Study

          The important role media plays in fostering an environment of good governance and political awareness needs hardly be emphasized. As the watchdog and interpreter of public issues and events, the media has a special role in every society. In an information-based society the media has a disproportionately visible and influential role.


          Democracy cannot exist in the absence of the press. This is because democracy is based on popular will and popular opinion depends on the public’s awareness and knowledge. It is the mass media that brings up, promotes and propagates public awareness.

          The main responsibility of the press is to provide comprehensive, analytical and factual news and opinion to the people on everyday issues and events of popular concern. To fulfill its duty and responsibility, the press must work according to the fundamental principles of professional ethics, as well as norms and values of journalism.

          Democracy can neither be sustainable nor strong without a freedom of the press. On the other hand, press freedom will not be possible without democracy. Therefore, the mass media and journalists must be committed to democracy. For this, the press must be perpetually involved in the establishment and promotion of a democratic culture.

          The press must remain ever vigilant to protect and enforce people’s freedom of thought and expression and citizens’ right to all information relating to the various aspects of their life and future.

          The fact that access to information is a citizen’s right must be taken to heart, and information must be presented in a simple and palatable manner. Right to information is inherent in democratic functioning and a pre-condition for good governance and the realization of all other human rights, including education and health care. The main objectives should be the promotion of transparency and accountability in governance so as to minimize corruption and inefficiency in public office and to ensure the public’s participation in governance and decision making.

          Media must be credible and trustworthy. Trust is the most valuable asset for any media. Once lost, it cannot be earned back. It is for this reason that all media must uphold their principles to provide accurate and factual news and other programmes.

          Press must understand the difference between politics in general and party politics. Media should not be a vehicle, or used as an advocate for any political party or ideology.

          Public and political issues should be clearly understood, analyzed and presented in an impartial manner.

          During elections or political campaigns, equal time slots or opportunity must be allocated to each of the legitimate political parties and candidates. In the course of elections, messages that encourage goodwill and harmony among all the ethnic groups, religions, genders, cultures, languages, regions and communities should be broadcast.

          Media plays the role of watch-dog in reporting corruption, complacency and negligence. In a changing, competitive landscape, compliance to good governance has never been taken so seriously, as people demand more transparency from both the government and private sectors. Responsible practices from government, universal principles on human rights and the fight against corruption have assumed great importance.

          A flourishing media sector enables people to make informed decisions, becoming more effective participants in society’s development.

In a developing country like Nepal, the relatively low level of literacy, the variations in topography and limited access to electricity all make radio the most suitable medium to satisfy the information needs of the masses.

          A robust, independent and pluralistic media environment is crucial for good governance and the overall development of the country. Freedom of expression, free flow of information and fair reporting without government and commercial influences are accelerators of development.
